Why is BJP so upset with dogs?

Rahul Gandhi said that the dog was scared and trembling. When I gave him the biscuit, the dog got scared. Then I gave the biscuit to the owner saying that he will eat it from your hand. Then, the owner gave the biscuit and the dog ate the biscuit. I don’t understand what the problem is, I don’t understand why the BJP is so upset with dogs.

Assam CM had also posted

It may be recalled that Assam Chief Minister Himanta Biswa Sarma had reacted to the viral video on Monday by saying in a post on his Twitter handle that not only Rahul Gandhi but the entire family could not feed me that biscuit. I am proud to be Assamese and Indian. I refused to eat and resigned from Congress.
