    SC overturns Jharkhand HC’s decision on district judges’ appointments, saying it was unjust to raise aggregate scores after exams.

    After invalidating the Jharkhand High Court’s full court resolution that set a 50% aggregate mark requirement for district judge selection, the Supreme Court declared that increasing the aggregate marks after the exam was completed was “unjust and impermissible”. Setting cut-off marks has been given to the High Court, but it must be done before the start of an exam, according to a bench of Justices Aniruddha Bose and Sanjay Kumar.

    The High Court administration cannot use the rule to make a general decision to deviate from the rules specified selection criteria, the court further stated. The bench stated that although the “no change in the rule midway” principle has become an essential component of the service legal precedent, the court would continue to follow it.

    In order to fill the current announced vacancies, the High Court should recommend candidates who have been selected based on merit or other criteria. This recommendation should be made without following the full court resolution, which mandates that each candidate receive 50% of the possible points. The court granted the writ petitions filed by Sushil Kumar Pandey and others.

    In the case in question, the High Court on March 23, 2023, adopted a resolution by the entire court establishing a 50 per cent aggregate score (combined marks from the main exam and viva voce) as the minimum requirement for recommendation to the 22 district judge positions in the recruitment process that was started in 2022.

    Applying a higher aggregate mark is not prohibited by the rules or regulations, according to the High Court. Additionally, it stated that simply being on the selection list did not grant a candidate any legal claim to be appointed to the position in question. The bench did note that it was “impermissible” for the High Court administration to have attempted to depart from the statutory guidelines governing the selection process itself.

    “If precluding a candidate from appointment is in violation of the recruitment rules without there being a finding on such candidate’s unsuitability, such an action would fail the Article 14 test and shall be held to be arbitrary,” the court stated. Better candidates should be found, which is the rationale behind the full court resolution. However, the court made clear that this is not the same as finding a candidate who was rejected from consideration for an appointment to be unfit.

    Ranchi Municipal Corporation struggling to meet the target of wet waste for Gas Plant

    150 metric tons of wet waste per day is needed by the plant. The Ranchi Municipal Corporation has initiated a pilot project to gather and move the waste. But in spite of everything, the company has failed to deliver even fifty tons of moist waste to Jhiri.

    So far, they have been able to send 44 metric tons of wet waste per day, according to a corporation official. We’ll take action to boost this amount. The question of how the company will accomplish this goal once the plant operates emerges.

    It is noteworthy that two 150-ton plants, each costing Rs 25 crore, are being built in Jhiri. At least one of the plants is already built.

    Mixing wet and dry waste by corporation workers:

    The people are being urged by Ranchi Municipal Corporation to separate their dry and wet waste. This practice has also caught on, and people are now keeping dry and wet waste in different trash cans. Nevertheless, the garbage collection trucks are gathering both kinds of waste together from the households.

    The company’s collection workers are combining the waste, making the people’s efforts ineffective. Mixed waste is consequently making its way to the mini transfer stations.

    Manufacturing 5,000 kg of gas:

    GAIL India is the company that built the waste disposal plant in Jhiri. Here, cow dung will be utilized in the initial stage. The waste deposited here will yield 5000 kg of CNG gas and 8 tons of manure.

    This Phase I plant was built under the Swachh Bharat Abhiyan for a total of Rs 25 crore. First, it will function symbolically, and then it will begin operating at full capacity.

    In order to market the biogas generated in Jhiri, GAIL India also intends to establish stations. GAIL is permitted to open two stations in the city by Ranchi Municipal Corporation, which will also supply the necessary land.

    Previously, all qualified para teachers who had applied as non-para teachers were to be called for counselling regarding the appointment of assistant teachers by the single bench. On behalf of Sudhir Kumar Rajak and others, a contempt petition has been filed in the High Court.

    On behalf of the applicants, senior advocates Tejaswita Safalta and Ajit Kumar made an appearance. He stated that the government began appointing people to the position of assistant teacher in 2016. Para teachers were granted a 50% reservation in this.

    A large number of para teachers applied under the non-para category. However, the only reason the state government denied them the privilege was because they were ineligible for paraprofessional appointments.

    The single bench had previously ordered that qualified para teachers, whose number exceeded that of the final candidate chosen, be included in the counselling process in this particular case.

    In the division bench, the government had submitted a petition in opposition. Yet the appeal filed by the state government was turned down. Consequently, a contempt petition was submitted after which the judge instructed to follow the court order.

    In Gumla’s Sisai police station area, three people were killed by being stabbed to death near Kanshi Dand in the middle of Potro Sakrauli Road. The deceased Sahus, Nageshwar and Munna Sahu, as well as the accused murderer, Nandkishore Sahu, are all brothers. The three brothers’ ancestral home is close to the village’s Kadokocha. The RKD company, which was building the four-lane road for levelling, was given the land. A tree that was in the field fell during levelling.

    Nandkishore Sahu with his two sons Sasendra and Shiv Kumar Sahu, had gone to cut this tree on Friday with an axe. Land and trees have been found in Jamabandi. That angered Nandkishore so much that he and his two sons went after his own brothers Nageshwar, Munna and nephew Pawan Sahu, injuring one nephew Vikas Sahu gravely. For better medical care, he was brought and to Ranchi. The place where he struggles for his life. Sasendra Sahu, Nandkishore Sahu’s son, has also sustained injuries in this dramatic situation.

    The land dispute was going on for about 7 years

    For the past seven years, there has been a land dispute that led to this horrific murder. Pappu Sahu and Sasendra Sahu, Nand Kishore Sahu’s two sons, were using a JCB on Friday to level the land between the villages of Sakrauli and Potro. Nandkishore and his sons were using an axe to chop a dry tree on this land. Pawan, Munna, Vikas, and Nageshwar Sahu arrived at the same moment, claimed the tree, and demanded a portion. A disagreement about this resulted in a physical altercation.

    Following this, Nandkishore Sahu and his two sons used an axe to attack everyone. After killing Nageshwar Sahu, Pawan, Munna, and Vikas, the three pursued and killed them. As a result of this, Vikas Sahu suffered severe injuries and Nageshwar Sahu, Pawan, and Munna died instantly.

    SP came to the place of incident and started investigating.

    SP Harvinder Singh arrived on the scene late at night after the murder. He collected a variety of incident-related information from the people during this time. The SP further directed SHO Meenketan Kumar to file a report about the murder at the police station and to prosecute the accused with severe consequences.     History of Bhanu Pratap Sahi

    Between 2005 and 2009, Bhanu Pratap Shahi was a cabinet minister and MLA in Jharkhand. It is alleged that he laundered money through various companies he controlled and with the assistance of his relatives. Shahi is suspected of obtaining Rs 7.97 crore in illicit proceeds, which he presented as untainted properties consisting of both immovable and mobile homes.

    The ED and the CBI had claimed that Shahi, a cabinet minister for labor and health in Chief Minister Madhu Koda’s cabinet, had misused his official position to generate illicit assets between 2005 and 2009, according to news agency PTI.

    Based on a formal complaint filed on July 2, 2009, the ED opened an investigation against Madhu Koda, the former chief minister of Jharkhand, and other individuals for offenses that were punishable by the Prevention of Corruption Act and several sections of the Indian Penal Code (IPC).

    In Sitapahar, near the Ranga police station in the Sahibganj district, a fire broke out in the Saint Joseph hostel of Gandhi Jayanti Middle School. The incident happened early on Saturday, February 10. The students at the hostel managed to put out the fire after an hour or so, but by then over a hundred beds, bedding, books, children’s clothes, and other hostel property had been reduced to ashes. The fire caused a loss of lakhs of rupees. The students’ near-death experience was fortunate.

    The information states that on Saturday morning at roughly 6:45 a.m., the boys of Saint Joseph Hostel were praying on the grounds of the Catholic Church, which is situated behind the hostel. There was panic when the kids noticed that smoke and flames were coming from the hostel’s upper floor large hall. As they all ran to the hostel, the students tried to save their belongings, but the flames were too strong. More than half of the kids’ belongings caught fire due to the equally heavy smoke.

    Children worked together to use water to put out the fire. After being notified of the situation by the hostel manager, Ranga police station ASI Vijay Kumar Dwivedi and his team arrived at the location and assisted in putting out the fire. The fire department team was notified of the situation by the police. Firefighting vehicles arrived on the scene as soon as they received the information and extinguished the fire.

    A serious accident might not have occurred if children had not been

    outside at the time of the incident.

    The incident happened at about 6:45 in the morning, according to the hostel administration. It’s unclear what started the fire. It’s being suggested that the kids were studying by lighting candles in the morning and that one of them may have gone outside to pray without extinguishing the candle.     In the hall where the fire started, more than 200 pupils from classes 5, 6, and 7 resided. The entire hostel is home to more than 350 students.The kids started a fire, but they quickly put it out by passing water-filled buckets to one another and setting up a channel system. Because the kids were outside when it happened, a serious accident was avoided.

    The event will feature 125 stalls from various departments, faculties, regional research centres, agricultural science centres of BAU, ICAR Institutes, banks, insurance companies, voluntary organisations, and manufacturers in addition to numerous state government departments. Additionally, vendors of farm goods will be exhibiting their innovations, goods, and services.

    There will be a special display of horticulture and animals.

    A horticultural display is planned that will feature processed horticultural crop materials along with fruits, flowers, vegetables, spices, medicinal, aromatic, and ornamental plants.
