The government received complaints about an increase in student suicides, fire incidents, a lack of facilities for coaching incidents, and teaching methodologies that the students were using, which led to the decision.

The purpose of the regulations governing coaching institutes is to manage the uncontrolled expansion of private coaching centers while also addressing the need for a legal framework.

The state government shall assume the responsibility of overseeing the coaching center’s operations and conducting inquiries concerning any coaching center’s compliance with registration requirements and satisfactory activities. The document declared that “these institutions are best regulated by the State / UT governments considering that regulation of +2 level education is the responsibility of State/Union Territory Governments.”
