Saudi Arabia now requires all visitors including those doing Umrah to get vaccinated. This new rule from the General Authority of Civil Aviation covers everyone no matter what kind of visa they have. One of the required vaccines is for Neisseria meningitis. Airlines operating in Saudi Arabia were told about this change through an official letter.
