    Still after 23 Years, Jharkhand struggles without a Madarsa Board

    Hamidul Ghazim, Secretary of All Jharkhand Madrasa Teachers Association informed about the current state of madarsas in the the state. He pointed out about the madrasas that are affiliated with the state are unable to function properly and their teachers have to face numerous problems.

    Hamidul Ghazi, who is also the head maulvi of the Madrasa Hussainia Tajwidul Quran, located in the Mahagama block of Godda, Jharkhand, adds, “The teachers faced a lot of problems under the previous government. Their salaries were not paid for three years. It became difficult for them to run their households. They had to stop their own children’s education. They managed somehow for two years by selling the little land they had.”

    As soon as his party in the state partnered with the INDIA alliance, Chief Minister Hemant Soren cleared the outstanding debt, and the madrasa teachers are now routinely paid. But as part of its election manifesto, the Jharkhand Mukti Morcha (JMM) had also pledged to establish a Madrasa Board in the state along the lines of Bihar. The party hasn’t delivered on that promise in the more than four years since it took office.

    Differences in Teacher Salaries and Funding

    There are 1,260 authorized teaching positions in aided madrasas with funding, according to data gathered by minority affairs specialist S. Ali and his organization, the All Muslim Youth Association. Of these, more than 600 have been unfilled for a number of years. There are insufficient classrooms and libraries at forty-seven of these madrasas. Since the last administration, the scholarships for desks, clothing, shoes, and bags have been suspended.

    These establishments follow the central government’s Scheme for Providing Quality Education in Madrasas; however, since 2012, teachers who were hired under the scheme to teach science, social sciences, and languages in order to impart modern education have not received their salaries.

    In Jharkhand, the state recognizes three different types of madrasas. Only one of these has government-funded salaries for its teachers.

    These are the 186 madrasas that receive financial support from the government. Subsequently, there exist forty financially independent madrasas that receive a small grant from the government. Lastly, the government provides no support of any kind to 549 madrasas that are considered unaided.

    Degree of Alim and Fazil cannot give any job

    The Jharkhand Academic Council (JAC) oversees all three types of madrasas in Jharkhand.

    In addition to awarding degrees, the JAC administers exams for Maulvi, Alim, and Fazil. But the JAC’s Alim and Fazil degrees aren’t recognized as legitimate BA and MA degrees. These degrees do not entitle anyone to higher education or employment.

    “Thousands of scholars in the state who are Alim and Fazil are staring at ruined futures,” says minority affairs specialist S. Ali. In multiple submissions to the government, the Madrasa Association and I have requested that a university in Jharkhand administer the exams and grant degrees to Alim and Fazil, just as the Maulana Mazharul Haque Arabic and Persian University in Bihar does. In this regard, there is even a directive from the High Court. Despite everything, the government has not yet resolved the issue as per the report of outlook.

    Hafizul Hasan is the Minister of Minority Welfare and a member of the Jharkhand Mukti Morcha. Regarding the Madrasa Board and associated matters, he remarks, “I’m looking into it. All these problems of the madrasas will be resolved. I have asked for the drafts of the Madrasa Boards of Bihar, Odisha, and Bengal. The Jharkhand Board will also be constituted before the elections. Our government has faced constant disruption of late. This has impacted the speed of our efforts in this direction.”

    The states that border Haryana, including Bengal, Odisha, Chhattisgarh, Uttar Pradesh, and Bihar, each have their own Madrasa Boards. In this sense, Jharkhand is an exception.

    An activist group Thursday(8 Feb 2024) met the Jharkhand chief secretary Lalbiaktluanga Khiangte to request for the removal of religious flags from public places put up on January 22 to mark the occasion of Ram Mandir Inauguration across various places in Jharkhand.

    Jharkhand Janadhikar Mahasabha is an organisation that works for the people’s rights and democratic value in the state. According to the organisation’s social media page, the introduction states “It is a coalition of progressive organisations, formed to facilitate efforts to defend people’s rights and save democracy in Jharkhand.”

    The Demand

    The chief secretary was notified by the activist organization that “religion-specific flags” were recently placed in public spaces for Ram Mandir’s opening ceremony in Ayodhya, Uttar Pradesh and the majority of them have not yet been removed.

    The delegation made a strong case to the chief secretary for the prohibition of religious flags, banners, and symbols on government property, roadways, power poles, mobile towers, public spaces, police stations, and paramilitary force camps.

    “The practice of flying religious flags in towns, cities, neighborhoods, and villages is becoming more and more common. The delegation informed the chief secretary, “It was very sad to see religious flags flown on January 22 that were left up and that were visible more often than the national flag.” According to Elina Horo, a member of the organisation recently 22 January saw a large number of religious flag put up in public spaces across Jharkhand. The Indian flag which was raised on 26 Januray becomes less visible during the republic day celebration.

    The delegation further demanded that religious flags, banners, and symbols should be immediately removed from public places and if they are placed for rituals, festivals, or programmes of any religion, it should be ensured that re- ligious flags and symbols are removed within 48 hours of the end of the ritual or festival or event.

    Letter to Chief Secretary of Jharkhand

    Today, on 8 February 2024, the Jharkhand Janadhikar Mahasabha delegation met Chief Secretary L. Khiangte and demanded removal of religious flags from public places in the state. The Chief Secretary approved the proceedings.

    The delegation told the Chief Secretary that religious flags, banners and symbols should be banned in public places, roads, electricity poles, mobile towers, government offices, police stations, police and paramilitary force camps etc. in various cities, blocks, settlements, villages and towns of the state. The trend of applying is increasing. Recently, for the religious program on 22 January 2024, religion-specific flags were installed at public places across the state, most of which have not been taken down till date. It is extremely sad that even on Republic Day, these flags were not removed and more religious flags were seen in public places than the tricolor.

    It is often seen that after religious rituals/festivals/programs of different religions, religion-specific flags and symbols remain displayed in public places for several days. Even after programs organized by political parties, political flags remain displayed at public places for several days.

    Our country is a secular country where every religion has equal respect and everyone has complete freedom to follow and celebrate their religion. There is a need to ensure that no religion becomes dominant and there is no interference of any particular religion in the government system and public order. Placing religious flags, banners, symbols etc. in public places sends a message contrary to the constitutional values of equality, justice, fraternity and secularism.

    Therefore, to strengthen the constitutional values of equality, justice and secularism in society and state, the delegation demanded that:

    • Religious flags, banners, symbols etc. should be immediately removed from public places and should be placed in public places, roads, electricity poles, government offices, police stations, police and paramilitary forces camps etc. during religious rituals/festivals/programmes of any religion. It should be ensured that religious flags and symbols are removed within 48 hours of the end of the ritual/festival/event. The same policy should be applied to political programs and flags also.
    • Pravasi Bhalai Sangathan v. The ‘Communal Harmony Guidelines’ approved by the Supreme Court in the case Union of India (AIR 2014 SC 1591) should be implemented.

    On Tuesday night at around 7:30 pm, 15-year-old Salina Parveen of Janpur, Kodarma district, went to the bathroom and closed the door from inside. She was found hanging from a rope in the bathroom.

    The madarsa principal, Mufti Ghulam Rasool, teachers, and committee members took the student’s body to Janpur village in Kodarma late at night. The family members were inconsolable upon seeing the body.

    Angry family members took the body and held the madarsa principal and others hostage, and informed the Domchanch police station. On Wednesday, the Gawan police station reached the madarsa and took statements from the students staying in the hostel and people from the nearby area.

    The madrassa has been operating for about five years. In addition to local students, it also has students from Giridih, Kodarma, Hazaribagh, Patna, and other districts. Local students go home after classes, but about 60 to 70 students from other districts stay in the madrassa hostel. Earlier, the madrassa was operating in a house on the main road. A year ago, it was moved to a locality away from the road.

    On Wednesday morning, all the students were scared. The students said that on Tuesday night, she had left the classroom saying she was going to the toilet. When she did not return for a long time, some students went there and found the door closed.

    After breaking open the door, they found her body hanging from a rope. The students staying in the hostel said that before leaving, she had also held hands with her friend Tamanna.

    Following the incident, former mukhiya Mohammad Shabdar Ali, Anjuman president Aalim Ansari, and dozens of others reached the spot and expressed grief and demanded an investigation into the incident.
